Regulations (EU) of the European Parliament and of the Council

The following regulations apply:

• Regulation (EU) No 1169/2011 of the European Parliament and of the Council
• Regulation (EU) No 1308/2013 of the European Parliament and of the Council
• Regulation (EU) No 2021/2117 of the European Parliament and of the Council

In addition to the above-mentioned Regulations of the European Parliament and of the Council (EU), other Regulations and Commission Regulations under delegated powers (EU) are also relevant.

Under the above regulations, new mandatory particulars have been added to wine products and the regulations for allergens have changed. The changes apply from 08.12.2023 for wines which have undergone main fermentation after 08.12.2023. Gourmand, ice and sparkling wines must already be labelled according to the changes in force.

Among other things, the regulations specify which information must be provided on the label and which can be provided online, via a link in the QR code. Where the permitted mandatory data is published online, the online source must not collect analytical data and must not contain data of a marketing or sales nature. The online data must be accessible in the languages of the European countries defined in the Regulation to which the products are exported. The exact definition of permitted and prohibited content is set out in those regulations.

Wine products and GS1 Digital Link

The GS1 Digital Link (GS1 DL) standard is one possible solution to embed a link to a web page with product data in a QR code. The GS1 DL string combines a URL and a product identifier. In the case of wine products, the URL can lead to a product data page. At the same time, the GS1 DL string stores a product identifier that is readable at the checkout. In this way, it is possible to merge both data into a single barcode. In case of GS1 DL QR code implementation, GS1 recommends to use dual labelling until 2027, i.e. to use the product identifier (e.g. EAN-13) and the GS1 DL QR code at the same time. The period until 2027 is called the transition period where it is recommended to use 2D codes in combination with 1D codes as a backup in case the product is scanned at a cash register that does not have the capability to read 2D codes.
